Presentation in EIA Report
Poor presentation
of EIA results is one of the major hurdles of EIA implementation.
For complex EIAs, the results often are presented in several bulky
volumes. Very few people, if any, actually have time to study
such reports in depth. There is an urgent need to present the
results of such analyses succinctly and clearly.
Public Participation in EIA Process
A great debate
is still on as to the role of public participation in the EIA
process. In the current practice, the public has very little to
say in nearly all developing countries. It is difficult, often
even impossible, to obtain or consult copies of the EIA reports.
The public has an equally limited role in most developing countries
to question or comment on the quality of the reports or their
role in approval process. Despite of the great value of public
participation in EIA process, problems such as illiteracy and
ignorance are the main hurdles for making effective public participation.
Education and Training
Most important factors that could significantly
improve the EIA process are good education and
training. Currently, very few educational and
training courses exist in developing countries
that properly consider various EIA methodologies
available in profundity. Adequate training and
knowledge of legal and regulatory frameworks and
institutional arrangements are also necessary.
Education and training processes are, therefore,
important since the fundamental factors behind
all EIA predictions are still the best professional
judgment and/or experiences with similar projects
implemented elsewhere. Both short-term and long-term
courses are necessary that must be multidisciplinary
with the focus on practical and operational aspects
of EIA.
